LAPPs in Latin America

The project, Challenges to freedom of expression, rule of law and democracy in Latin America: a regional study on SLAPPs, is a project co-funded by the Secretary of State for Foreign and Global Affairs and FIBGAR, whose main objective is to contribute to enriching the debate on human rights, democracy and the rule of law in the Latin American region, through the study and analysis of the state of SLAPPs, commonly referred to as “strategic lawsuits against public participation”, and their impact in the region.

Today, SLAPPs represent a growing threat aimed at intimidating, dissuading and silencing critical voices that openly denounce issues of public interest, through the abuse of legal systems. Although in recent years in Europe the issue has been addressed with interest and, to curb the advance of this phenomenon, different initiatives have been adopted, including Directive 2024/1069, in Latin America reflection on the issue and its anti-democratic consequences has been very limited.

Therefore, seeking to fill the existing gap with respect to the analysis of the phenomenon in the Latin American context, FIBGAR proposes:

1) to lay the groundwork for identifying solutions aimed at strengthening response capacity and resilience, through 1 research of regional scope aimed at analyzing the phenomenon of SLAPPs in Latin America;

2) raise awareness and encourage debate on the impact of SLAPPs on freedom of expression, information, democracy and the rule of law in the Latin American region, through 1 virtual event aimed at presenting the final research report.
