This date seeks to remind us that ecosystems, natural resources, and biodiversity are also victims of human conflicts, and that their protection is essential to ensuring peace, security, and the survival of future generations.<\/p>\n\n\n\n<p>The environment has historically been the forgotten <strong>\u201ccollateral damage\u201d<\/strong> of war. Soil and water pollution, massive deforestation, habitat destruction, and the exploitation of natural resources as spoils of war leave deep wounds that persist long after the ceasefire. For this reason, the <strong><a href=\"https:\/\/www.un.org\/es\/observances\/environment-in-war-protection-day\">United Nations<\/a><\/strong> recognizes that protecting the natural environment in times of conflict is inseparable from protecting human life, environmental justice, and the reconstruction of sustainable societies.<\/p>\n\n\n\n<p>From a legal standpoint, there are international instruments that set clear limits on environmental devastation caused by conflict. In its <strong>Articles 35 and 55<\/strong>, the <strong><a href=\"https:\/\/ihl-databases.icrc.org\/assets\/treaties\/470-AP-I-EN.pdf\">Additional Protocol I to the Geneva Conventions (1977)<\/a><\/strong> expressly prohibits the use of methods or means of warfare that may cause widespread, long-term, and severe damage to the natural environment, reminding us that its destruction endangers the health and survival of civilian populations. Similarly, the <strong><a href=\"https:\/\/www.un.org\/spanish\/law\/icc\/statute\/spanish\/rome_statute(s).pdf\">Rome Statute<\/a> of the International Criminal Court (1998)<\/strong> includes among <strong>war crimes (Article 8.2.b.iv)<\/strong> attacks that cause disproportionate damage to the natural environment in relation to the military advantage gained.<\/p>\n\n\n\n<p>In <strong>2016<\/strong>, the<a href=\"https:\/\/documents.un.org\/doc\/undoc\/gen\/k16\/072\/55\/pdf\/k1607255.pdf?OpenElement&amp;_gl=1*1v76gjj*_ga*Mjk5NDM4MTc5LjE3NTY4ODc1MzE.*_ga_TK9BQL5X7Z*czE3NjA5NTkyNTYkbzQ3JGcxJHQxNzYwOTU5MzM5JGo1OSRsMCRoMA\"> <strong>United Nations Environment Assembly<\/strong><\/a> highlighted the direct link between healthy ecosystems and conflict prevention, and in <strong>2022<\/strong>, the <strong>International Law Commission<\/strong> adopted the <strong>Principles on the Protection of the Environment in Relation to Armed Conflicts (<a href=\"https:\/\/legal.un.org\/ilc\/texts\/instruments\/english\/draft_articles\/8_7_2022.pdf\">PERAC<\/a>)<\/strong>, a set of <strong>27 principles<\/strong> covering prevention, mitigation, and post-war reparative measures. These advances reflect a growing consensus: <strong>peace cannot be built on poisoned soils or polluted rivers.<\/strong><\/p>\n\n\n\n<p>In recent years, the debate on recognizing<a href=\"https:\/\/static1.squarespace.com\/static\/5ca2608ab914493c64ef1f6d\/t\/60d7479cf8e7e5461534dd07\/1624721314430\/SE+Foundation+Commentary+and+core+text+revised+%281%29.pdf\"> <strong>ecocide<\/strong><\/a> as an autonomous international crime has gained momentum. The proposal to add <strong>Article 8 ter<\/strong> to the <strong>Rome Statute<\/strong> seeks to criminalize unlawful acts committed with knowledge that they will cause severe, widespread, or long-lasting environmental damage. This step would mark a historic milestone in the fight against environmental impunity and the advancement of global ecological justice.<\/p>\n\n\n\n<p>The <strong>United Nations Environment Programme (UNEP)<\/strong> plays a key role in assessing and responding to environmental crises arising from conflicts. Since <strong>1999<\/strong>, it has conducted <a href=\"https:\/\/www.unep.org\/topics\/disasters-and-conflicts\/response-and-recovery\/post-crisis-environmental-assessment\">post-crisis environmental assessments<\/a> in regions such as the <strong>Balkans<\/strong>, <strong>Afghanistan<\/strong>, <strong>Sudan<\/strong>, <strong>Ukraine<\/strong>, and the <strong>Palestinian Territories<\/strong>, providing diagnoses and recommendations to restore ecosystems and reduce risks to health and livelihoods.<\/p>\n\n\n\n<p>Contemporary conflicts demonstrate that the environment remains a <strong>silent victim<\/strong> of war. In <strong><a href=\"https:\/\/occup-med.biomedcentral.com\/counter\/pdf\/10.1186\/s12995-023-00398-y.pdf?utm_source=consensus\">Ukraine<\/a><\/strong>, the destruction of industrial and agricultural zones, soil and river contamination, and the collapse of infrastructure have caused irreversible damage. The most dramatic example was the <strong>destruction of the<a href=\"https:\/\/unepdhi.org\/wp-content\/uploads\/sites\/2\/2023\/11\/UNEP_Kakhovka_Dam_Breach_Ukraine_Assessment.pdf\"> Kakhovka dam<\/a> in June 2023<\/strong>, which flooded hundreds of square kilometers and released toxic pollutants into rivers and the <strong>Black Sea<\/strong>. This ecological disaster, considered the most severe of the war to date, illustrates how environmental devastation becomes a weapon of war threatening the health, food security, and future of millions of people.<\/p>\n\n\n\n<p>In <strong><a href=\"https:\/\/wedocs.unep.org\/handle\/20.500.11822\/48536;jsessionid=8805DB98899CD898DEB3EBF2C7E550F6\">Gaza<\/a><\/strong>, <strong>UNEP<\/strong> warned of the collapse of the water and sanitation system, contamination of the coastal aquifer, and the near-total loss of vegetation. With over <strong>78%<\/strong> of infrastructure damaged or destroyed and millions of tons of debris contaminated by industrial waste and heavy metals, the environmental crisis exacerbates an unprecedented humanitarian emergency. The destruction of the natural environment compromises not only the population\u2019s immediate survival but also the possibility of sustainable reconstruction.<\/p>\n\n\n\n<p>Other conflicts, such as those in <a href=\"https:\/\/www.unescwa.org\/sites\/default\/files\/pubs\/pdf\/conflict-arab-region-threat-land-future-english_1.pdf\"><strong>Sudan<\/strong>, <strong>Yemen<\/strong>, or <strong>Syria<\/strong><\/a>, show that environmental degradation can be both a cause and a consequence of war. In <strong>Sudan<\/strong>, desertification and poor resource management fuel local clashes; in <strong>Yemen<\/strong>, overexploitation of aquifers and water scarcity worsen displacement and poverty; while in <strong>Syria<\/strong>, armed group activities have caused deforestation, oil pollution, and biodiversity loss, transforming vast agricultural regions into arid, uninhabitable areas.<\/p>\n\n\n\n<p><strong>November 6<\/strong> reminds us that protecting the environment in times of war is a matter of <strong>ethics, justice, and collective survival<\/strong>. Ecological damage knows no borders: polluted air travels, waters mix, ecosystems collapse in chain reactions.
