Universal jurisdiction: a tool to combat impunity at a time of pressure on international justice

17 November 2026 - 10:00 | 12:00

The Baltasar Garzón International Foundation (FIBGAR) is organising a virtual discussion on universal jurisdiction on Tuesday 17 November 2026.

This tool is one of the most powerful means of bringing the most serious crimes to justice, although it remains under-utilised and is often misunderstood.

The event comes at a delicate time. The international justice system is under increasing pressure, with sanctions against the International Criminal Court and increasingly fragile cooperation between states. Against this backdrop, universal jurisdiction is once again taking centre stage in the debate on how to ensure that the most heinous crimes do not go unpunished.

🌍 Current challenges and perspectives from four regions

Despite its potential, universal jurisdiction faces significant obstacles. Added to this is the criticism that it is applied selectively, particularly by countries in the Global North.

🎙️ To address these issues, the discussion will bring together diverse regional and professional perspectives:

  • Marie Wilmet, Marie Skłodowska-Curie researcher at the Université libre de Bruxelles.
  • Tomas Kevin Manguel, professor of international criminal law at the University of Buenos Aires and legal adviser at StraLi.
  • Atilla Kisla, human rights lawyer and head of the International Justice programme at the Southern Africa Litigation Centre (SALC).
  • Priya Pillai, international lawyer and executive director of the Asia Justice Coalition.

The discussion will be moderated by Alessia Schiavon, Executive Director of FIBGAR.
