Discover our new research project on Spain’s role in promoting gender equality in global justice

FIBGAR launches the project “Spain as a Promoter of a Gender Approach in the Fight Against Impunity: A Strategic Assessment from the Perspective of Global Justice”, co-funded by the Ministry of Foreign Affairs, European Union and Cooperation, through the Secretariat of State for Foreign and Global Affairs.

This initiative aims to strengthen Spain’s role in promoting a gender perspective in international justice. The project seeks to generate evidence, reflections, and recommendations that advance a feminist foreign policy, a solid multilateral commitment, and a more inclusive and effective global justice system.

In a context where international crimes, sexual and gender-based violence remain largely invisible, and victims often do not receive justice, this project aims to take a step forward. Through applied research combining documentary analysis, review of diplomatic practices, interviews with key stakeholders, and a participatory validation process, a comprehensive assessment will be developed alongside strategic recommendations. The objective is to reinforce Spain’s contribution to the fight against impunity and to promote a transversal gender approach in all international actions.

The findings will be presented at an in-person event in Madrid, bringing together institutional representatives, diplomats, civil society members, and experts in human rights and international justice. The event will provide a space to debate, share experiences, and generate new strategies that advance a fairer, more equitable, and inclusive global justice system.

The project highlights the importance of making the gender perspective a central element rather than an add-on in the fight against impunity. While international criminal justice mechanisms have made progress in sanctioning crimes against humanity, war crimes, and genocide, women remain underrepresented as victims, and gender-based violence receives limited recognition. This situation is particularly critical in regions where national justice systems are unable or unwilling to prosecute these crimes. The initiative seeks to highlight these gaps and offer concrete solutions to strengthen the effectiveness of global justice.

The project is aligned with Spain’s Foreign Action Strategy 2025–2028, which reinforces multilateralism, the protection of human rights, and feminist foreign policy. Spain now has a unique opportunity to lead the integration of a gender perspective in international justice, ensuring that global policies are not only inclusive but also effectively protect victims and fully recognize gender-based violence.

A central aspect of the project is the active participation of academics, civil society, and international organizations. Through a collaborative process, proposals will be collected and recommendations developed to help build a more just, equitable, and inclusive international justice system. The final report, to be presented in Madrid, will serve as a dissemination platform, ensuring that the proposals reach policymakers, international experts, academics, and the wider public, thereby enhancing the visibility and impact of Spain’s feminist foreign policy.

Through this initiative, FIBGAR reaffirms its commitment to human rights, gender equality, and global justice, positioning Spain as a key actor in the fight against impunity and in promoting a gender perspective at all levels of international policy.
