The project ‘Spain as a driving force for the gender perspective in the fight against impunity: a strategic assessment from the perspective of global justice’ aimed to analyse Spain’s role as a key actor in promoting the gender perspective in the fight against impunity for international crimes, generating evidence and recommendations to strengthen its contribution within the framework of feminist foreign policy, multilateral engagement and a more inclusive global justice system.
The research combined documentary analysis, a review of diplomatic practice, interviews with key individuals and a participatory validation process, resulting in a comprehensive assessment and a set of strategic recommendations.
The project was based on a critical assessment: despite the progress made by international criminal justice mechanisms – such as the International Criminal Court – in prosecuting crimes against humanity, war crimes and genocide, women remained under-represented as victims and there was limited recognition of gender-based violence in these crimes, particularly in contexts where national systems lacked the capacity or political will to prosecute them. Building on this, the project advocated for the need to mainstream a gender perspective across all actions to combat impunity, in line with the Spanish Foreign Action Strategy 2025–2028.
With the participation of academics, civil society and international institutions, the project culminated in a final report and its public presentation in Madrid to institutional representatives, civil society, diplomats and experts in international justice and human rights, thereby reinforcing the visibility of Spain’s feminist foreign policy and its commitment to a more inclusive and effective global justice system.
